  • Director general de Transportes y Comunicaciones del Gobierno Regional de Cantabria (1982-1983), Presidente de la Junta del Puerto que se transformó, durante estos años, en Autoridad Portuaria de Santander (1983-1996) y Consejero de Industria, Trabajo y Desarrollo Tecnológico del Gobierno de Cantabria y Vicepresidente de la Autoridad Portuaria de Santander (2003-2007)
  • Presidente de la Autoridad Portuaria de Gijón (1999-2003).
  • Como investigador destaca la creación de TRANSMODALBOTS como “sistemas multiagentes de logística avanzada de transporte intermodal de mercancías para comunidades portuarias”, proyecto en competencia financiado con fondos FEDER, habiendo sido en 2001 finalista del primer premio de nuevas aplicaciones para Internet de Telefónica.
  • En colaboración con la ACEM (Agencia de Cooperación para la Europa del Mar, Brest, Francia) ha participado en planes europeos en el sector portuario y de las comunicaciones. Entre las más de 50 publicaciones destacan las que se centran en intermodalidad y logística avanzada.
