The 2011 Transport White Paper

In 2001 the European Union published the White Paper titled “Time to decide”, which summarised the European transport policy for 2010. The document highlighted the imbalance between the various modes of transport in Europe and the need to sustainably restore the balance between modes of transport through developing intermodality, combating congestion and putting safety and the quality of services at the heart of the efforts all parties involved, while simultaneously maintaining the right to mobility.
